Regional Transportation Planning

Community Traffic Safety Program

The Tri-County Council is working with the Community Traffic Safety Program (CTSP) Coordinators in Charles, St. Mary's and Calvert Counties in partnership with the State Highway Administration (SHA) to reduce crashes and fatalities on our roadways.  The initial focus of CTSP is to reduce crashes, injuries and fatalities involving young drivers.  As part of that effort, CTSP has launched a pilot Drive Cam program to help parents transition their teens from learners to independent, safe drivers. 

Regional Infrastructure Advisory Committee

The Council’s Regional Infrastructure Advisory Committee (RIAC) is the convening body where regional transportation priorities are identified and transportation funding requests are coordinated with local and state officials. Currently, the RIAC is chaired by Commissioner Gerald Clark of Calvert County.
 
The goal of RIAC is to focus on infrastructure, especially the transportation needs of Southern Maryland  to accommodate the Patuxent River Naval Air Station, Indian Head NSWC, the business community and the citizens in this fastest growing region in the state. 

The committee members include:

  • State Delegates
  • Three county administrators
  • Chamber of Commerce representatives
  • Commanding Officer of the Pax River NAS and Indian Head NSWC
  • County staff
  • Local citizens

The Committee dates vary as required by agenda issues.

A Regional Transportation Need Inventory is developed annually by the RIAC committee. After the Council’s approval, the list is then forwarded to the Transportation Secretary for consideration for future funding. The FY08 Transporation Needs Inventory includes projects that are critical to our Region’s future.  They address transportation-related issues ranging from highway safety, congestion relief, capacity expansion and mass transit improvement.

Commission to Study Transportation Needs

The Maryland Department of Transportation (MDOT) and the Tri-County Council (TCC) for Southern Maryland conducted an analysis of the transportation needs for St. Marys, Calvert, and Charles Counties.  Maryland Senate Bill 281, passed in the 2006 legislative session, commissioned a Transportation Needs Assessment, and identified a 21-member Commission to oversee the development of this work. The TCC serves as staff for the Commission and the Maryland Department of Transportation (MDOT) Office of Planning (OOP) oversees the technical analysis to support this effort.  MDOT OOP has contracted with Cambridge Systematics to conduct the needs analysis.  The needs analysis will look at all modes of transportation – highway, transit, rail, air, and non-motorized – and help identify the most pressing needs for new investments in the region.  The purpose of the study is to provide a solid basis for estimating transportation needs for the three counties over the next 20 plus years.  The specific tasks of the study include:

• Reviewing existing demographic and regional economic conditions, to provide stakeholders with an understanding of how conditions in the region are influencing the transportation system;
• Preparing a comprehensive inventory and profile of roads, transit, rail, air, and non-motorized infrastructure to serve as the basis for the needs assessment.
• Developing broad transportation goals and specific objectives for the study based on workshops conducted with the TCC    Infrastructure Committee and counties in the Southern Maryland Region;
• Identifying existing and future transportation needs, and potential improvement strategies to help meet regional goals and objectives;
• Developing cost estimates, identifying available funding, and summarizing funding gaps; and
• Compiling the materials developed during the Assessment into a distribution-ready draft final report.
